One can get that via "xcodebuild -version" on Leopard
fink commander.

Not Fink's fault.
Something appears to be awry in your X11 setup. If you don't have Xcode
3.1.3, start by installing that. Prior versions had problems with their
X11 headers.
If that doesn't work, then you're left with applying the update from here:
