I'm giving you the _exact_ commands that you're supposed to run in a
terminal window for those steps

    fink selfupdate-rsyc

    fink configure

    fink selfupdate

    fink install swftools

Did you try them? 

Otherwise http://www.finkproject.org/doc/users-guide/index.php is the
Users Guide for Fink.
