What Alex forgot to say is that when "fink selfupdate" fails, you need 
to run the corresponding command for the binary distribution, which is

   fink scanpackages

or

   sudo apt-get update

or best both of these. Then, to make sure that fink does not try to 
build from source, you can, instead of "fink -b install ircii", use

   sudo apt-get install ircii

(Why you would want to do this is another question :-) )
