What OS version are you on?  It worked for me on 10.5.8.

Deleting the Fink tree is almost never the right thing to do.  You
typically wind up with the same error that caused you to remove it,
because Fink builds deterministically.

The "missing archive" error can be fixed if you have _some_ version of
sbcl available in binary form, so you could potentially generate
sbcl-1.0.29 (which should hopefully build for you) via

        fink build sbcl-1.0.29-1

provided that you're on a platform where that exists.
