Did you try installing ptex-texmf?

    sudo apt-get install ptex-base ptex-texmf

(or the Fink Commander equivalent using the binary tools)

Though what has likely happened here as that you picked both texlive and
ptex as choices to satisfy a dependency, and now it's confused.

See what you get from using

    dpkg -l texlive* ptex*
