The real /usr is not in /Developer.  That would be /Developer/usr, and
those are copies of the executables that aren't actually used normally.
/usr is hidden in the Finder by default.  Installing anything in /usr
will not be done via Fink, Fink won't recognize your changes, and you
may break your system, so we recommend against that.

According to http://pdb.finkproject.org/pdb/package.php/fpc , version
2.4.0 is available in Fink in the "unstable" tree, which can be turned
on via "fink configure".  Also look at

I'll cc the package's maintainer, in case he feels that the newer
version could be moved over to the stable tree.
