The real /usr is not in /Developer. That would be /Developer/usr, and those are copies of the executables that aren't actually used normally. /usr is hidden in the Finder by default. Installing anything in /usr will not be done via Fink, Fink won't recognize your changes, and you may break your system, so we recommend against that. According to http://pdb.finkproject.org/pdb/package.php/fpc , version 2.4.0 is available in Fink in the "unstable" tree, which can be turned on via "fink configure".
