In case you need it for further inspection, 
I zipped the Fink build logs (in /tmp/buildlog/root/) 
of both arts and kdelibs3 into this file:

By the way, I got the same error when building kde3 in 64 bit Fink 
(which I had installed before retrying in 32bit).
