Hi Ting,

In a case like this you would most likely want to install the "developer 
tools" from Apple as per the first time installation instructions:
http://www.finkproject.org/doc/bundled/install-first.php

If you don't have the developer tools yet, you can get them from Apple 
free after registration:
http://developer.apple.com/
