?  No, there are Xcode versions for 10.4 (Xcode 2.5) and 10.5 (Xcode
3.1.4) as well.

Possibly never.

Fink's primary focus is to port and build packages from source.  We
don't have dedicated build machines, unlike Debian or Ubuntu, and to
build a binary distribution requires a couple of weeks of building on
somebody's personal machine as well as time to upload the binaries to
sourceforge.
