Perhaps the packaging documents weren't clear, and you didn't look at
package descriptions which are already within Fink for examples?

conf-tmp.zip is indicated in the Source field, and since it is in a
recognized format, fink will automatically unzip it for you, so you
don't want to do this within a PatchScript.  This is true even if you
set NoSourceDirectory: true.
