How do/ Can I set FinkCommander to bypass licence restriction?

Sorry, but the following packages have unmet dependencies:
  gnome-panel: Depends: gnome-vfs2 (>= 2.6.0-1) but it is not going to
be installed or
                        gnome-vfs2-ssl (>= 2.6.0-1) but it is not
installable. For Fink users, this often means that you have attempted to
install a package from the binary distribution which depends on a
"Restrictive" package. See
<http://fink.sourceforge.net/faq/usage-fink.php#bindist>,
<http://fink.sourceforge.net/doc/users-guide/packages.php#bin-exceptions>
               Depends: scrollkeeper (>= 0.3.12-2) but it is not going
to be installed
