Your issue isn't with gcc46, since you're not even building gcc46 yet.
The problem is with ppl9.

"fink insrtall glpk" should give you the missing library.  I'm cc'ing
the ppl9 maintainer as well, to see whether this is a missing dependency
that needs to be accounted for.
