Thanks for your report.

Starting with fink-0.31.2, fink defaults to using the MaxBuildJobs
setting, as set via "fink configure".  For various reasons, some
packages don't play well with parallel builds, and so feedback from
users helps our maintainers find these packages and mark them
appropriately.

If you see any other cases where the build fails due to a missing
file, that's a good sign that the package in question doesn't handle
parallel buils, so try setting MaxBuildJobs back to 1 again.  Also
report whether you succeed or fail, so that we can fix whatever it is
appropriately.  :-)
