This has nothing to do with Fink, and it's beyond the scope of this
list to help you with manual installs of an upstream package.  That's
what _their_ support forums/lists are for.

However, I can tell you that the message

bash: setenv: command not found

indicates that the cns_solve_env  script is for csh, not bash.

cns-binary doesn't appear to be in the Fink distribution, so we have
no ability to help you.

You need to tell whomever provided your cns-binary.info that it's
downloading from a nonexistent source.
