Not really.

They use different compilers, which tangentially Xcode-related, since
the 10.6 package uses fink's gcc46 to build rather than the Xcode
C/C++ compilers. (It could, in principle, use the same compiler on
10.6 and 10.7 for people who have Xcode 4.2 on 10.6, but that's an
extra hassle to set up).  There are other differences in the package
descriptions, as well.

When the package descriptions are identical, it's straightforward just
to copy files from 10.7 to 10.6 and add them.  When they aren't
identical, then the maintainer has to e.g. copy bits and pieces from
the 10.7 file into the 10.6 one, which is more time-consuming.

Also, a conscientious maintainer doesn't commit without actually
test-building the packages. :-)  That can add a fair amount of extra
time, e.g. rebooting to another version, or possibly finding people
with a particular configuration to test a package.
