Did you take note of (just before selfupdate on that page):

/sw/bin/pathsetup.sh

Fink under /sw). If you open a new terminal window, the session will

If you don't open a new terminal (or at least start a new shell
session, or manually load Fink's environment) then indeed fink won't
be found.

I checked

Which FAQ were you looking at?

has a diagnostic, but doesn't mention the developer tools at all.

Run  "/sw/bin/pathsetup.sh".  It may tell you that everything is OK,
or it may set up your login to use Fink's environment, or report an
error.

If there is no error, then start a new terminal window and 'fink'
should be a recognized command.

If there is an error then report back, so that we can set your Fink
environment up manually.
