Removing Fink often doesn't change the result because it strives to be
internally consistent and generate reproducible results.  If you don't
also change something else, you get to the same place.

Removing and purging a package and installing it again only helps if you
have removed a file yourself and need to restore it, or if you use "fink
rebuild <packagename>, because otherwise you install the same files again.

Are you using a case-sensitive file system?  I show:

$ dpkg -L term-readline-gnu-pm5123 | grep pm
/sw/lib/perl5/5.12.3/darwin-thread-multi-2level/Term/ReadLine/Gnu/XS.pm
/sw/lib/perl5/5.12.3/darwin-thread-multi-2level/Term/ReadLine/Gnu.pm
/sw/lib/perl5/5.12.3/man/man3/Term::ReadLine::Gnu.3pm
