Yeah, it's a bit of a pain to deal with.  I'm not sure why the 
command-line tools don't get updated automatically when Xcode.app is 
updated, but that's how Apple has set that up.

On our end, it may be a little confusing that we're using "xcode" for 
the version of the command-line-tools, but we've always used that 
virtual package name to indicate something in one or more of the 
command-line tools--it just happens that now Apple has decoupled that 
version from the Xcode.app version.

Anyway, you're able to start updating, and that's what's important.
