We don't officially support the Xcode 5 Command Line Tools yet,  since 
it's not available for general release.

As a workaround, try the following:

1) cp /sw/fink/10.7/stable/main/finkinfo/devel/xmkmf-10.9.info 
/sw/fink/10.7/stable/main/finkinfo/devel/xmkmf.info

2)  Edit /sw/fink/10.7/stable/main/finkinfo/devel/xmkmf.info and remove 
the Distribution: 10.9 line.
