Looking at ancient (ca 2002) discussions, the following comes to mind:

1. the environment variable XAPPLRESDIR is set by the xfig package, but 
it isn't set until a new shell is started

2. if the environment variable XUSERFILESEARCHPATH is set, XAPPLRESDIR 
is ignored and the Fig file is not found. This will cause the error 
message Thomas has been seeing

3. if a file ~/.Xresources exists, it may also contain stuff about xfig.

3. (not directly relevant to the current problem) Our app-defaults 
package is hopelessly outdated. It is setting symlinks to stuff in 
/etc/X11, which hasn't existed for many years. It should use 
/usr/X11/share/X11/app-defaults instead or forget about those symlinks 
altogether: the resources in /usr/X11/share/X11/app-defaults seem to be 
found anyway.
