It hasn’t been built for the binary distribution for a couple of reasons:

A)  I just added it.  It typically takes a few days for a new package to get 
built and uploaded.  That’s a general issue.
B)  Although it probably won’t be available later, either, because the binary 
distribution  build scripts only build the latest version of a package, to the 
best of my knowledge. 

Try “fink install gnuplot-4.6.6”
