You might also try grabbing the 10.6-era package from 
http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.4/stable/main/finkinfo/net/pan.info?revision=1.12,
 save it as /sw/fink/dists/local/main/finkinfo/pan.info, and also grab the 
patch at 
http://fink.cvs.sourceforge.net/viewvc/fink/dists/10.4/stable/main/finkinfo/net/pan.patch?revision=1.2
 and save it as /sw/fink/dists/local/main/finkinfo/pan.patch

You can then try 'fink install pan'.  If that works, that will at least get you 
a version of pan in the immediate term.
