The temporary scripts that fink uses for builds are generated before fink
switches over to fink-bld. If the TMPDIR environment variable is set and
passed to fink, e.g. via using "sudo -E -s" before invoking fink, these scripts
get placed in the user's TMPDIR, and fink-bld can't run them. Now we check
whether we're building as non-root and if the mode of the temporary directory
is 1023 (777 octal), and if so we make sure to write the temporary scripts in
/tmp.
