Just like the DBD::mysql module, I couldn't use the default CompileScript
since 'make test' normally wouldn't pass: it needs a running postgresql
server with the necessary test databases set up correctly.
This links statically with postgresql, so it can be used as a client
without needing the postgresql shared libs installed.
