You're right. I was misremembering. After bootstrap, you have to do a
selfupdate to get anything beyond the handful of core packages, but
it's a separate command.

I had meant that they can get one by selfupdate-rsync. The point I was
missing is that the users you had in mind were behind firewalls that
don't allow rsync. Such users need some way to do their first
selfupdate, after which they can install a range of packages.
