I just opened a fresh pull request for fink.git, which updates the versions of 
gettext-tools, libgettext8 & libiconv used for bootstrap to the latest, and 
also removes libgettext3, debianutils and sensible-utils from the bootstrap. 
Moreover, it contains some small fixes and tweaks. This is part of the bigger 
effort by Justin and others to get us switched to dpkg 1.16, consider it as 
some proportional steps You can find the pull request here:

Both eyeballing the changes and actually testing the code (bootstrap, 
injecting) on various system would be helpful. So far, I only tested it on my 
MBP, running 10.7 / 64bit. Any comments are welcome, preferably as comments on 
that pull request, but of course you can also email.

Note that if we merge this, we also need to remove the "essential: yes" from 
debianutils and sensible-utils in dists, as they are no longer installed during 
bootstrap! I think this shouldn't cause any problems, but if you can think of 
any reasons why it might, please let me know.

Finally, if you haven't seen it yet, you may also wish to look at (and comment 
on) my refactored version of Justin's dpkg 1.16 pull request, of which the PR 
#80 I described above is a subset:
