I'd say this is logical: rrdtool depends on rrdtool-shlibs (>= 1.0.33-6 in your case). Where is rrdtool-shlibs? Fink looks for the most recent version, and it finds it as a splitoff of rrdtool-1.0.35. So to build rrdtool-shlibs, it has to build 1.0.35. When this is built and the rrdtool-shlibs-1.0.35 package installed, it will (or should) then go ahead and build the version 1.0.33 and install rrdtool-1.0.33.
