As part of the shared libraries project, I have just added new BuildDepends entries to several dozen existing packages. I will be doing this again in the future. Please be careful when updating a package to check out the old version from CVS, and see if there are extra BuildDepends entries which you didn't put there. Unless you are sure that they can be safely removed you should leave them in place.
