Thanks, Martin, your message was an important clue in solving this problem.

The "danger" is this: when the Provides fields are included, users are
given a choice of giflib-bin or libungif-bin.  If they choose the one which
does NOT match the giflib or libungif which is already installed, they
run into trouble.

(We need to modify the fink code which presents the user with a choice to
prevent this problem from arising, but for now, the Provides fields seem
dangerous.)

The fix to your problem, and to another user's problem that I couldn't
figure out, is going to be to change the imlib-shlibs dependency to
"giflib-bin | libungif-bin".  I'll do that in imlib-1.9.10-7 in just
a minute or two.
