Probably needs updating or a least mentioning the 'fink selfupdate-cvs' 
command, but I haven't personally looked at the faq for a while. :)

Debs are only built for the stable tree and only updated when there is a 
new release. If you want to access the unstable tree easier just add it 
to your fink.conf.

The reason I added '-cvs' to the selfupdate command because I wasn't 
sure whether you had already run the selfupdate command and had it set 
only to update fink when there is a new release.
