Fink's passwd package says the following to users during installation:

> you can say no here and add the users and groups manually (e.g. on your
> central NetInfo server). If you don't know what all of this is about,
> just say yes.

Now the problem with this is, if someone has added the appropriate users
and groups manually, they can't tell the relevant fink packages that these
users and groups are there.

So do we need a system-passwd package, which "Provides: passwd", and which
simply tells that user that they better have those users/groups installed
if they are going to install the appropriate fink pkgs?

The context: there is a post on fink-beginners from someone who installed
postfix manually (including a "postfix" user)... She should certainly be
told to not install the passwd package, but then if she ever wanted to
install fink packages which depend on the passwd package, she would unable
to do so.
