Define "latest dev tools". Such problems are usually caused by the user installing the August tool update (small update app) on top of the 10.1 tools which is a big no-no. Install the JULY (jaguar) dev tools, then the updates after that.
Another cause for such problems are bad things in /usr/local. Move /usr/local out of the way if you have anything there.
