Please help me review and test the new upgrade matrix, now posted on Fink's
website (but not yet announced on the front page -- deliberately).

A few comments:

 1) I've tested this starting with many installers between 0.3.0 and 0.4.0,
 all of which are still available for download (although the URL's are not
 posted anywhere).  I can supply URL's if others are interested in testing.
 I tested both in 10.1 and 10.2 and sometimes moving from one to the other.

 2) The old manconf issue was solved by Ben Hines' manconf package for 10.2,
 which is now a binary.  That upgrade goes flawlessly in my tests.

 3) I don't know why I need some of the extra apt-get update/fink scanpackages
 commands: they are there after empirical testing.  It seems that we don't
 need the fink scanpackages under 10.1 but we need it under 10.2.  I don't
 know why.

 4) The "touch /sw/fink/stamp-rel-0.3.0" is there because this file was
 omitted from the 0.3.0 installer, and the sourcefiles won't update if it
 is missing.  Adding it in other cases is harmless.

 5) Note the strategy here: by installing an appropriate apt package, the
    /sw/etc/sources.list file is automatically updated to the correct one,
    and then the apt-get update/apt-get dist-upgrade flawlessly updates all
    of the installed packages which are available in binary form.

Note that the 10.1 and 10.2 instructions differ in exactly two places:
(1) a different version of apt is installed (2) 10.2 has an extra "fink
scanpackages" command.

There is an argument to be made for replacing this long list of commands
by a script.  If we do that, though, there should be some error-checking
and intelligent behavior when errors are encountered.  I don't have time
for this, but if anybody does it would be a nice project as a service to
Fink users.
