Which is what Ben Hines was referring to -- a feature request is open to make it possible to have those conflicts readily apparent earlier in the update process.
It shouldn't be too bad to write a pre-install script that checks the md5sum of /Library/Receipts/Dec2002DevToolsExtras.pkg/Contents/Archive.bom to make sure they've actually installed the tools.
