For your information:
Today I received an email from the package maintainer Stefano Rodriguez
regarding the pwlib package, and he told me that he stopped being a
fink maintainer a long time ago. So he's definitely not the right
person to ask.
I searched the mail archives and found an entry by Chuck Robey on
November 25th last year: he offered to take over the packages and
update them, which is what happened apparently. However, it looks like
he forgot to change the Maintainer field to himself.
Now the only challenge remains to find out how to contact Chuck...
