Because they might wish to take advantage of the speed improvements in the new openssl package. Especially for online crypto applications and large site applications it does make a difference which is noticeable. I know that sounds strange and I doubt we have such users among us, but it would be a valid reason.
And for these people, who make the concious decision, it's just a matter of "fink rebuild foo", where foo is the package that still uses 0.9.6 but they want it to use 0.9.7 :-)
