this is why we have the flag IMHO, else we'd make the buildonlydepends
flag in fink, all -dev pkgs = buildonly depend :) we figured there would
be rare cases where this wouldn't be so and left the feild to the
maintainer's disgrestion :)  That is my stand on it.
