I haven't looked at Justin's patch yet, but here's what i imagine it does: it lets you specify a different site for CVS updates.
This is becoming an increasing problem with the overload on the sourceforge servers. Our CVS is now being mirrored on a daily basis at opendarwin.org, so this would let users switch to that site, either temporarily or permanently, to do their updating.
