Just to clarify this: as SF.net has announced on the site status and 
also on the ViewCVS pages, anon CVS currently is served from the backup 
servers to reduce the load on the main servers. Hence, anon CVS can lag 
up to 24 hours behind developer CVS. That might at least partially be 
responsible for the effects you are observing.
