normally this needs to be disscussed with a release manager like drm, 
rangerrick or fingolfin, then they upload it to incoming on sourforge 
and one of the release managers needs to add it to the project 
releases, then in 24 hours or less it'll be available on all the 
sourceforge mirrors.
