This is not a 'policy'. It is a technical requirement for the system to actually work. I'm tired of hearing people who don't understand it, complain about it. (Calling it a 'policy' qualifies as complaining.) These aren't arbitrary restrictions.

Depends on -dev packages may work for whatever setup you make at the time, but they will break stuff in the future when new versions of everything come around and things need to be switched out.

If whatever you have in a -dev can't really be removed, it shouldn't be in a -dev package as you have fixed.
