And section 1.2 says:
  The full name of a package is all three items concatenated,

Looking in the 10.3 tree, I see:
  /sw/fink/10.3/unstable/crypto/finkinfo/openssh.info
where I would have been expecting openssh-3.6.1p1-4.info

Has the policy changed?

Indeed it has. Instead of the %f.info name you can now also use the shortname (%n.info). We mainly did this to work around the shortcomings of CVS (which doesn't allow renaming files).
