The perllocal.pod business was working perfectly before all the recent changes. I was quite careful to preserve the way it functioned when I modified the perl modules to include -pm560 etc, back in June. I'll take a look and see if it can be fixed now.
We've had a number of recent changes to the perl module routines that don't completely agree with my understanding of what we are supposed to be doing with perl modules. I'd like to suggest that for the 0.17.0 release, we code things in a way that there is no change in behavior for the building of perl modules, when compared with earlier releases.
