To fink, dpkg, and apt, VirtPackages.pm creates real packages, not "Provides". It all works because of our hack to dpkg and apt. If a user tries to install something that wants cctools (>= 446-1), it works fine - the install fails until they install the new dev tools. The proposed perl modules solution should work too.
