Sounds like your package descriptions are out-dated. I'm pretty sure I adjusted those .info in 10.3 in CVS Wednesday night. For me: % grep -lr /sw/fink/10.3 '%n-dev' doesn't find anything.
Ah ! But I don't use only 10.3 _ also 10.2-gcc3.3, 10.2 _ and until recently even 10.2-gcc3.3 with the 'not-ready' tag and 10.1 ....
