When creating a splitoff package, am I limited to foo-dev, foo-shlibs, and foo-bin? Or can I create other ones as well (in my case it would be called foo-scripting). Or would it be better to just create a separate package for that, that depends on foo?
IMHO the criterion is whether the two are compiled simultaneously or not. If you look at other packages, you find all kinds of splitoff names, some having not much to do with the name of the parent.
