I got frustrated and put it aside until recently when I downloaded and installed Apple's X11 (beta 3) and upgraded to Mac OS 10.2.8 hoping that this would fix the problem. It didn't.

Yes, seems so. What does "fink-virtual-pkgs" say about darwin? It should say something like
Package: darwin Status: install ok installed Version: 7.2.0-1 description: [virtual package representing the kernel]
