I'll record here the answer we arrived at on IRC.

The goal should be, for the essential (or bootstrap) packages, to test and
move to stable as quickly as we can.  So in that sense, it shouldn't matter
too much, but I agree that we probably want them in stable before we
put them into the bootstrap directory.

The case of dpkg-bootstrap is special though: this is a package which
*only* goes into the bootstrap directory.  (We don't put it in the regular
tree, to prevent users from trying to install it which would be
inappropriate.)  In this case, the testing must be done internally by the
fink-core group, and presumably we update dpkg-bootstrap at the same moment
as the copy of dpkg in the bootstrap directory is updated.
