We don't really have a policy about how to handle this issue.

We generally ask that if people are going to stop maintaining things, they
go through and mark their packages as "Maintainer: None".  This has 
happened a few times, and it was greatly appreciated.  But there are a
number of other cases where the maintainer has simply vanished.

I think that if we have someone who is willing to take a package over and
seems capable of it, and the original maintainer is non-responsive, I
say we should go ahead and switch the maintainer.  It's certainly nice
to acknowledge the original contribution by including a line in the
DescPackaging like "Earlier versions by Masanori Sekino."
