It turns out that libexif is creating these weird non-existing symbols when it is compiled while gettext-dev is not installed. It creates the right symbols without the _libintl_ prefix when gettext-dev is present.
This means libexif needs a BuildDepends on gettext-dev. Maintainer CCed.
